MINUTES OF THE PARISH COUNCIL MEETING

HELD ON 15th MAY 2023

IN THE COMMUNITY HUB

OFFICIAL BUSINESS OF THE COUNCIL

 

A minute’s silence was taken in memory of Councillor Ged Hallam.

 

1.   Election of Chairman.

It was proposed by Cllr Gallagher and seconded by Cllr Barnshaw that Cllr Sanders be elected as Chairman.

All agreed.  Carried.

 

2.   Apologies for absence. (Reasons to be given to the Clerk in advance of the meeting)

Apologies were received from Cllr Williams who was away.

It was proposed by Cllr Mrs Hopkins and seconded by Cllr Gallagher that they accept the apologies and reasons for absence.

All agreed.  Carried.

 

3.   Declarations of interest for any agenda item.

None.

 

4.    Election of Vice Chairman.

It was proposed by Cllr Barnshaw and seconded by Cllr Sanders that Cllr Barling be elected as Vice-Chairman.

All agreed.  Carried.

 

5.  Signing of the minutes.  To accept the Clerk’s notes from the meeting held on 17th April 2023.

It was proposed by Cllr Gallagher and seconded by Cllr Barling that the minutes of 17th April were a true record of the meeting, and they were agreed to be signed.

8 Agreed, 1 Abstention, Carried.

 

6.   Co-option.   To receive and discuss some applications for co-option.

A request had been received from Tom Bayston to be co-opted back on to the Council.

It was proposed by Cllr Barling and seconded by Cllr Mrs Hopkins that they co-opt Tom Bayston back on to the Council.

All agreed.  Carried.

Cllr Bayston joined the meeting.

 

A request had been received from another resident to be co-opted.

It was proposed by Cllr Gallagher and seconded by Cllr Sanders that they would defer it until they attended the meeting.

All agreed.  Carried.

 

7.   Election of Committees:

The following Councillors volunteered to be on the committees.

i.   Finance.

Cllr’s Barling, Mrs Hopkins and Sanders from the West Ward.

Cllr’s Barnshaw, Gallagher and Richardson from the East Ward.

 

ii.  Planning and environment.

Cllr’s Barnshaw, Bayston, Gallagher, Sanders, Spence, Williams and Wilson.

 

iii.  HR.

Cllr’s Barling, Barnshaw, Bayston, Hadfield, Spence and Williams.

 

iv.  Waddington Playing Fields Trust.

Cllr’s Hadfield, Richardson, Sanders, Spence and Wilson.

 

8.   Election of representative to the Lincolnshire Association of Local Councils.

Cllr Gallagher volunteered to be the representative.

 

9.   Finance

a)  Monthly finance report – to receive and accept the monthly finance report.

It was proposed by Cllr Barnshaw and seconded by Cllr Barling that the finance report be accepted.

All agreed.  Carried.

 

b)   Authorising of the payments. To resolve to authorise the BACS payments listed by the RFO and certify invoices.

It was proposed by Cllr Mrs Hopkins and seconded by Cllr Barnshaw that the BACS payments and invoices could be signed.

All agreed.  Carried.

 

c)   Bank Account.  To discuss updating the bank account signatories.

All departing Councillors are to be removed and the new Councillors will be added.

 

10.   Annual return for the year ended 31 March 2023.

a)   Section 1.   To read, discuss and agree for the Chairman to sign on behalf of the Council.

The Chairman went through all the questions and ticked the relevant boxes as agreed by the Council.

It was then proposed by Cllr Gallagher and seconded by Cllr Barnshaw that the Chairman could sign it on behalf of the Council.

All agreed.  Carried.

 

 

 

b)   Section 2.   To read, discuss and agree for the Chairman to sign on behalf of the Council.

The Council were given a copy of the completed section 2.

I was proposed by Cllr Gallagher and seconded by Cllr Barnshaw that the Chairman could sign it on behalf of the Council.

All agreed.  Carried.

 

11.   Clerks Report and Correspondence.

The Clerk reminded those that had been elected that they had to submit the expenses paperwork, with Nil.   

All Councillors were asked to complete the “Declaration of acceptance of Office” and “Register of Interest” paperwork.

The Clerk informed that staff member Mrs Fillingham, had been in a car accident and was currently off sick.

Lots of excellent feedback have been received regarding the dog paddock, and one email of complaint.  The email was read out to the Council.  The Council agreed that a reply should be sent informing that it is a trial, and will remain where it is, but if agreed to go ahead with a permanent paddock it would be relocated.

The Clerk reminded the Councillors to let her know if they wanted to go on any of the training courses and that travel to the courses is paid for.

A Planning Meeting will be called for next Monday, 22nd May, 6.30pm in the Hub.

There had been some vandalism on the playground at Pitsford Close, a child’s rocker had been broken.  The Clerk has the rocker and believes she can replace the spring and reinstall it.  It was agreed that it should be reported to the police and to Heidi Ryder, the Anti-Social Behaviour Officer at NKDC.

The work at the Village Hall is coming along.  The road is complete, they are now installing the bollards, the top car park has been resurfaced and white lines were done on both car parks today.  It is due to be finished by the end of the week and all being well will be opened on Monday 22nd May.

 

12..   Matters arising from the last meeting.  Only for discussion.

Cllr Gallagher, informed that despite the Chairman speaking to them, the workmen at the old Village Store, were still parking outside it and causing an obstruction.   He also informed that stagecoach had not registered the No 1 bus as a hail and ride, however, historically it had been.  He asked if it could be put on next month’s agenda to discuss further.

 

13.   Redwood Drive Community Centre.  To receive and discuss the report received from the Structural Survey.

All Councillors were given a copy of the report.  The report was discussed at length.

It was proposed by Cllr Bayston and seconded by Cllr Barnshaw that they go ahead and do the immediate action required and get costs for any further action.

9 Agreed, 2 Abstention, Carried.

 

14.   Brant Road to North Hykeham public footpath.  To receive and discuss an email from a resident about improving the footpath.

The Clerk had sent the County Councillor, Cllr Tom Dyer, a copy of the email, as footpaths come under the County Council.   He informed in the open forum that “he had spoken to Chris Miller, LCC’s Head of Environment who has added it to our internal list for potential bids for the Department for Transport's Active Travel Round 5 scheme (should this scheme come forward).

 

15.   Summer Fair.    To discuss the progress on the Summer Fair.

Mrs Mumby informed what was in place for the Summer Fair, various stalls and food vans, bouncy castle, Juvenile swing boats, hook a duck, full sized coconut shy, 6ft high striker, side stall for darts games, and celebrity James Hooton, who plays Sam Dingle in Emerdale, is bringing his bar “Ta’Hoots Ltd”

Entertainment wise we have a singer, Drama small act and Barber shop chorus.

Activities we have children’s races, dog show and family game of rounders.

 

The Clerk informed that any help on the day would be appreciated, they will be setting up from 9am to 11am, the event is from 11am to 4pm and clearing away from 4pm to 5pm.

 

16.   Urgent matters for attention – Items which the Chairman is of the opinion should be considered as a matter of urgency due to special circumstances.

None.

 

17.  Date of the next meeting.  The next meeting will be held on Monday 12th June 2023 in the Community Hub.

Open Forum

Mr Tom Bayston from Pitsford Close, informed that on Sunday 7th May, 4 youths aged 14/15-year-old had been in the playground on Pitsford Close.  One of them broke the rocker.  Some of the residents of the Lakeside have details if it could be reported to the police, they can pass on the details.  He doesn’t believe that the public should have to pay for the repairs and the Council needs to take tough action.

 

Mr Graham Woolsey from Hollywell Road asked if the Council could let the residents know what is decided regarding the Community Centre, agenda item 13.  He also informed that some signage was still around from the road closure at Harmston and could Highways make sure all signage is removed.

 

County Councillor

Cllr Tom Dyer informed that he had had a site visit along Brant Road, there is a delay due to puddling.  Where there is puddling next to property access points, they must fix it, they are redoing 9 drains.  Grass seed has been laid, but in some areas, they have driven over the verges.

Last month it was discussed having a visit from LCC, to discuss the Viking Way going over the new road.  LCC are unable to come and meet the Parish Council as an individual group.  However, when the next consultation event takes place, they will be able to discuss this with you.

Potholes on Somerton Gate Lane, Cllr Dyer had reported them, and he drove down yesterday and quite a lot of them have been done, he noticed it had been closed today but hadn’t been down it to see if the rest had been done.  He will go back and have another look.

A resident had been in contact about the disabled parking bay on Bar Lane, LCC are going to erect some signage to make it clearer. 

Agenda item 14 on the agenda, the Waddington to Hykeham footpath, he had spoken to Chris Miller, LCC’s Head of Environment who has added it to our internal list for potential bids for the Department for Transport's Active Travel Round 5 scheme (should this scheme come forward).  The last time they tried to do this they had difficulty with the last landowner.

Cllr Dyer informed that he had received an email briefing from Fosse Green Energy, regarding a National Significant Infrastructure Project by Fosse Green Energy.  A large Solar Farm, around Thorpe on the Hill, Witham St Hughes area.  More information can be found on www.fossegreenenergy.co.uk   LCC will be requesting that all cables are buried and not overhead.

With regards to the bus stop on the A607, Stuart Eccles from LCC has replied to the Clerks letter and has informed that, “In the first instance he is liaising with Stagecoach to understand what has changed with their operation that is now preventing passengers using the location mentioned on a hail and ride basis. Secondly, he will be engaging with our highways colleagues and those at Lincolnshire Road Safety Partnership to understand what could be achieved at this location with regards to feasibility and available budget.

 

 

 

 

 

 

District Councillors

Following the elections on the 4th May, the District Councillors are, returning Cllr Lance Pennell, newly elected Cllr’s Matthew Cooper and Leigh Sanders.

 

Cllr Pennell had sent his apologies.

 

Cllr Cooper attended the meeting and introduced himself to the Parish Council.

 

Cllr Sanders is also a member of the Parish Council and is therefore known to the Parish Council.
