MINUTES OF THE PARISH COUNCIL MEETING
HELD ON 10th JANUARY 2022

1. Apologies for absence. (Reasons to be given to the Clerk in advance of the meeting)
Apologies were received from Cllr Edwards, Mrs Belli and Newman.
2. Declarations of interest for any agenda item.
None.
3. Signing of the minutes. To accept the Clerk’s notes from the meeting held on 13th December 2021.
It was proposed by Cllr Barnshaw and seconded by Cllr Sanders that the minutes of 13th December were a true record of the meeting, and they were agreed to be signed.
9 agreed, 3 abstention, Carried.
4. Finance
a) Monthly finance report – to receive and accept the monthly finance report.
It was proposed by Cllr Mrs Hopkins and seconded by Cllr Barnshaw that the finance report be accepted.
All agreed. Carried.
b) Signing of cheques. To resolve to authorise the BACS payments listed by the RFO. And certify invoices.
It was proposed by Cllr Barnshaw and seconded by Cllr Sanders that the BACS payments and invoices could be signed.
All agreed. Carried.
5. Clerks Report and Correspondence.
The Clerk informed that she had heard that a company called Ever So Sensible, had taken on the Horse & Jockey. She had looked them up and they have 4 pubs in Lincolnshire and some in Nottinghamshire.
We have started work on the picnic in the park for the Queen’s Jubilee, which will be held on Sunday 5th June.
Sovereign Play are due to start on the Zip Wire on Sidney Hall Field, next week.
The Caravan Rally between Christmas and New Year went well. There were a few issues, but Cllr Sanders had assisted and visited the site. We should receive over £2,000 for the Rally.
6. Matters arising from the last meeting. Only for discussion.
Cllr Mrs Hopkins asked about agenda item 10, the bar, was there any update.
The Clerk informed that everything had been agreed and they had started work removing things ready to update.
7. Village Hall One Way System. Update and a request by Cllr Spence to discuss further.
Cllr Spence informed the Council of his concerns regarding traffic on the A607, and that such a project should be carried out correctly as it will be there for many years.
The Clerk informed that she had met with the contractors last week, and she had produced a plan of what had been discussed for the Councillors to see.
Cllr Bayston commented that he was concerned about the area by the band hut, which was a bit of a blind spot, children could run across the road. It was agreed that a fence should be put there instead of bollards and also that one of the speed humps should be put there to slow traffic down.
It was agreed that there should be two metal one way traffic spikes put at each entrance, preventing people from exiting or entering the wrong entrance.
The Clerk will speak to the contractor regarding the items above and speak to them about caravans being able to manoeuvre easily on the road.
It was proposed by Cllr Kenyon and seconded by Cllr Barling that they proceed with the work, as per the plans.

The Clerk informed that she had received a response from the resident, thanking us for the fast response and asking to be kept informed.
11. Urgent matters for attention – Items which the Chairman is of the opinion should be considered as a matter of urgency due to special circumstances.
None.
12. Date of the next meeting. The next Parish Council meeting will be held on Monday 14th February 2022 in the Community Hub.

County Cllr Tom Dyer
Cllr Dyer informed that due to the Christmas break he had nothing to report.
Cllr Williams informed that the gate on the public footpath, Viking Way going towards Harmston was broken.
Cllr Dyer would have a look at it and get it reported.

Cllr Burley sent his apologies.
District Cllr Lindsey Cawrey, NKDC Report
Cllr Cawrey informed that she had nothing to report.
District Cllr Lance Pennell, NKDC Report
Cllr Pennell informed that in December they had had there first full Council meeting in the Council chambers for nearly 2 years. They had to have all the old furniture removed to make room and they all sat at school type desks, but it worked.
