MINUTES OF THE PARISH COUNCIL MEETING

HELD ON 10th OCTOBER 2022

IN THE COMMUNITY HUB

OFFICIAL BUSINESS OF THE COUNCIL

 

1.   Apologies for absence. (Reasons to be given to the Clerk in advance of the meeting)

Apologies were received from Cllr Leigh Sanders. 

The Council accepted his apology.

 

2.   Declarations of interest for any agenda item.

None.

 

3.  Signing of the minutes.  To accept the Clerk’s notes from the meeting held on 26th September 2022.

It was proposed by Cllr Barnshaw and seconded by Cllr Gallagher that the minutes of 26th September were a true record of the meeting, and they were agreed to be signed.

9 agreed, 3 Abstention, Carried.

 

4.   Finance

a)   Monthly finance report – to receive and accept the monthly finance report.

It was proposed by Cllr Barnshaw and seconded by Cllr Mrs Hopkins that the finance report be accepted.

All agreed.  Carried.

 

b)   Signing of cheques. To resolve to authorise the BACS payments listed by the RFO. And certify invoices.

It was proposed by Cllr Barnshaw and seconded by Cllr Mrs Hopkins that the BACS payments and invoices could be signed.

All agreed.  Carried.

 

5.   Clerks Report and Correspondence.

The Clerk informed that she had received an email from RBLI, regarding the items for Remembrance Day 2022.

It was proposed by Cllr Mrs Hopkins and seconded by Cllr Gallagher that they purchase some of the round lamppost tommys and the flag.

All agreed.  Carried.

 

The Clerk had received an email from Reverend Simon Dean from St Michael’s Church regarding the tree work that was required in the church yard, he asked if the Parish Council would be willing to help with the costs as it effected the footpath that went through the churchyard.

It was proposed by Cllr Mrs Hopkins and seconded by Cllr Bayston that they pay for all the work to the trees.

10 Agreed, 2 Abstention, Carried.

 

Warm rooms update.  The Clerk informed that they had met again on the 5th October.  The Church had met and agreed to hold it in the Church on a Monday from 10am to 6pm.

There are some other things on in the village that people can attend.

Tuesday, coffee morning hub, 10am to 12pm, Millers Road 2pm onwards

Wednesday, Millers Road 10am onwards     

Thursday, Millers Road 2pm onwards

And we will do a Friday at Redwood Drive, 10am to 2pm

To commit to more at the time was too much, but we will monitor how it goes and review things.  We hope that once it gets going more volunteers will come forward.

It will be starting the week of Monday 7th November and we will be providing tea / coffee, biscuit and light meals such as jacket potatoes and soup.

 

In the summer we had the stage floor looked at as it is bouncy in areas, the stage itself is largely made of chipboard and it has not been replaced since it was built in 1964.  The drama group are willing to do the work and expect the cost to be around £1000.

It was proposed by Cllr Barnshaw and seconded by Cllr Gallagher that they go ahead and have the stage floor replaced.

All agreed.  Carried.

 

The deadline for the audit to be returned from the auditor was 30th September, the Clerk had received an email with the completed AGAR, but the audit had not been completed, section 3 of the AGAR stated.

“The smaller authority has submitted its AGAR and supporting documentation prior to 30 September 2022; however, we have not been able to complete our review work in time to enable the smaller authority to publish the required documentation in line with statutory requirements.  Once we have completed our review a final report will be provided with the certificate of completion detailing any qualifications and ‘other’ matters.”

The Clerk will put it on the agenda as an agenda item once the final report is received.

 

6.   Matters arising from the last meeting.  Only for discussion.

None.

 

7.   Re-adopt the Pay and Working conditions policy.

It was proposed by Cllr Norman and seconded by Cllr Edwards that they re-adopt the policy.

All agreed.  Carried.   

 

8.   Redwood Drive Community Centre.  Following the end of the consultation period, discuss the next step.

The Clerk explained how the consultation events had been, the feedback and questions they had been asked, along with the questions that had been received by email. 

It was proposed by Cllr Gallagher and seconded by Cllr Barnshaw that they get another Structural Engineers report on the building.

All agreed. Carried.

 

9.   Further discuss a fenced enclosed dog paddock. 

It was proposed by Cllr Norman and seconded by Cllr Mrs Hopkins that they buy the fencing for the trial as it is cheaper than hiring it.

10. To discuss Councillors and attending meetings.

The Clerk informed that she had sort Legal advice from LALC on the 6-month rule, LGA 1972 S85(1).   She had been informed that Councillors should give apologies with a reason to the Clerk, who then informs the Council at the meeting, the Council then accepts the apology and reason, as a valid reason not to be attending.  This is then put in the minutes, and it exempts a Councillor from the 6-month rule. 

Councillors do not have to give a reason but if they don’t, they will not be exempt the 6-month rule.

 

It was proposed by Cllr Gallagher and seconded by Cllr Mrs Hopkins that they go out of session to allow Cllr Pennell to speak on what happens at NK.

All agreed.  Carried

 

Cllr Pennell informed that they have recently accepted a Councillors apology to exempt him from the rule as he is a valued member, who is ill. 

 

It was proposed by Cllr Gallagher and seconded by Cllr Hallam that they go back into session.

All agreed.  Carried.

 

It was proposed by Cllr Bayston and seconded by Cllr Williams that they accept Cllr Edwards apologies for previous months, due to work commitment.

All agreed.  Carried.

 

11.   Urgent matters for attention – Items which the Chairman is of the opinion should be considered as a matter of urgency due to special circumstances.

None.

 

12.  Date of the next meeting.  The next Parish Council meeting will be held on Monday 14th November 2022 in the Community Hub.

Open Forum

RAF

Fg Off Vicki Holley-Rowe introduced herself to the Council, she is the new Visit and Protocol Officer at RAF Waddington.  She informed that she hopes to have business cards to hand out at the next meeting.  RAF Waddington is open for visitors and wants to be part of the community, anyone who wishes to visit the base please get in touch.

 

County Cllr Tom Dyer, CC Report

Cllr Dyer informed that the roadworks are progressing nicely. 

When he did the walk around with the highways officer, it had been agreed that the footpath and vehicle access would be done on Brant Road, however, the vehicle access has not been done.  They have agreed that they will do them, therefore, this means the work will take longer than originally thought. 

The work on the Hilltop and Tinkers Lane is nearly complete.

From Monday 17th October for 5 weeks the work will start on Brant Road, with night closures from 7pm to 6am.

Several months ago, he requested the County Council look at a TRO near Redwood Drive school, he should have news of that soon.

The TRO for Grantham Road will be going out for consultation later on this month.  This is to reduce the speed limit to 30mph and move it out further towards Harmston.

 

District Cllr Peter Burley, NKDC Report

Cllr Burley sent his apologies.

 

District Cllr Lance Pennell, NKDC Report

Cllr Pennell informed that the covid cases are rising as winter approaches. 

All households in North Kesteven will have received a letter about the electoral roll, no action is required if the information is correct.

The Central Lincolnshire Local Plan has been submitted for inspection.  The Hearing sessions for the examination will begin at 10.00 am on Tuesday 15 November 2022 at the DoubleTree by Hilton Hotel, Brayford Wharf North, Lincoln LN1 1YW.  More information can be found on the NK website.

NKDC have a breast-feeding friendly project.  All North Kesteven businesses and venues who are interested can join in by displaying a Breastfeeding-Friendly window sticker, that they can get from NK.  More information can be found on the NK website.

In May 2023, it will be the District Council and Parish Council elections, everyone will require photo id when they go to vote.
