MINUTES OF THE PARISH COUNCIL MEETING

HELD ON 11th APRIL 2022

IN THE COMMUNITY HUB

 

Present:        Councillors:          Bayston, Gallagher (Chairman), Hallam, Kenyon,

OFFICIAL BUSINESS OF THE COUNCIL

 

1.   Apologies for absence. (Reasons to be given to the Clerk in advance of the meeting)

Apologies were received from Mrs Belli, Barling, Barnshaw, Edwards, Mrs Hopkins, Stewart and Williams.

 

2.   Declarations of interest for any agenda item.

None.

 

3.  Signing of the minutes.  To accept the Clerk’s notes from the meeting held on 14th March 2022.

It was proposed by Cllr Bayston and seconded by Cllr Sanders that the minutes of 14th March were a true record of the meeting, and they were agreed to be signed.

5 agreed, 3 abstention, Carried.

 

4.   Finance

a)   Monthly finance report – to receive and accept the monthly finance report.

It was proposed by Cllr Sanders and seconded by Cllr Bayston that the finance report be accepted.

All agreed.  Carried.

 

b)   Signing of cheques. To resolve to authorise the BACS payments listed by the RFO. And certify invoices.

It was proposed by Cllr Sanders and seconded by Cllr Bayston that the BACS payments and invoices could be signed.

All agreed.  Carried.

 

It was proposed by Cllr Bayston and seconded by Cllr Ms Norman that they go out of session to allow the County Councillor to do his report.

All agreed.  Carried.

 

Cllr Dyer gave his report.

 

It was proposed by Cllr Sanders and seconded by Cllr Bayston that they go back into session.

All agreed.  Carried.

 

 

5.   Clerks Report and Correspondence.

The Clerk informed that she had noticed that the Nature Reserve on the Lakeside Estate was up for sale.   As there was an injunction against the owners, the Clerk had contacted Michelle Hoyles at NKDC to see if she was aware.  Michelle had sent a reply email in which she stated:

“I can confirm that NKDC is aware of the proposed sale of the Lakeside land.  We intervened in this matter early last week when we found out about the auction listing – it was scheduled to be auctioned yesterday (5April) however Savills eventually refused to list it at the last minute pending clarification of the legal implications of the injunction.

The injunction does not specifically prohibit the land being sold, however the Defendants are not absolved of responsibility by simply selling the land – the injunction would remain in force against the Defendant even if the land is sold, so they would have to ensure whoever they sold the land to would comply with the requirements of the section 106 agreement.  This is a very complicated matter and is continuing to develop.”

 

The Financial position of the Parish Council at the end of FY 31 Mar 2022 is as follows:

CIL money                   £69,624

Reserves                      £78,390

 

We are going to reserve a further CIL payment on 28th April of £4,989.

We are due to receive £32,896 in S106 money for the playground on Pitsford Close, once the transfer is complete.

We are due to receive S106 money from the Jelson site.  Jelson reached occupation of their 70th dwelling, which is 50% occupation, in late February.  Jayne McMath from NKDC will be getting back to me regarding when and how much we will receive when she returns to work after Easter.

All this money will allow us to start the new cricket pavilion and other works that have been earmarked to be completed.

 

6.   Matters arising from the last meeting.  Only for discussion.

Cllr Bayston asked what was happening with the emergency plan, agenda item 10a.  The Clerk informed that she had started it, but hadn’t finished it yet.

 

7.   Annual Parish Meeting.   To discuss the Annual Parish Meeting.

It was agreed to have the meeting on Monday 9th May at 6pm in the Community Hub, prior to the Annual Parish Council Meeting at 7pm.

 

8.   Discuss Gazprom the Village Hall gas supplier.  Cllr Newman.

Cllr Newman explained his concerns with regards to Gazprom.

The Clerk informed that they had gone into administration and were being supported by the government.

It was agreed that they would wait and see what happened with them, but that in future we should look at going with an ethical supplier.

 

9.   Trees.  Discuss carrying out a tree survey of all the Parish Council owned trees.

It was agreed that a tree survey should be carried out annually.

 

10.   Urgent matters for attention – Items which the Chairman is of the opinion should be considered as a matter of urgency due to special circumstances.

None.

 

11.   ‘In Camera’ item.

It was proposed by Cllr Sanders and seconded by Cllr Newman that in view of the special/confidential nature of the business about to be transacted it is advisable in the public interest that the press and public be temporarily excluded and they are instructed to withdraw.

All agreed.  Carried.

 

  1.  HR.   It was proposed by Cllr Bayston and seconded by Cllr Ms Norman that they employ a 3rd Handyman, as suggested by the HR Committee.

All agreed.  Carried.

 

12.  Date of the next meeting.  The Annual Parish Council meeting will be held on Monday 9th May 2022 in the Community Hub.

 

Meeting closed at 8.50pm.

Karl McCartney MP attended the meeting, he didn’t wish to speak but was happy to answer any questions the Parish Council might have.

 

District Cllr Peter Burley, NKDC Report

Cllr Burley sent his apologies.

 

District Cllr Lindsey Cawrey, NKDC Report

Cllr Cawrey had nothing to report.

 

District Cllr Lance Pennell, NKDC Report

Cllr Pennell informed that it was a quiet period, as they were coming to the end of the current civic year.

They had had their last planning meeting before it goes to the 15 members.  They are reviewing the Scrutiny arrangements, Planning and Scrutiny have to be politically balanced.

Don’t forget to renew your garden waste bin.

 

County Cllr Tom Dyer, CC Report

Cllr Dyer informed that they have completed the surface dressing in the village, all the lanes except Manor Lane and Mere Road have been done.  The large pothole at the bottom of Manor Lane as also been done.

They have completed the road at Somerville Court and the footpath on Station Road, where it is at a bad angle will be redone by the contractors.

There will be a review of Valley Road, they did a site visit when the school was getting out to see how bad it can get.

The County Council Citizen panel are looking for resident volunteers to put there views forward.
