MINUTES OF THE PARISH COUNCIL MEETING

HELD ON 14th MARCH 2022

OFFICIAL BUSINESS OF THE COUNCIL

 

1.   Apologies for absence. (Reasons to be given to the Clerk in advance of the meeting)

Apologies were received from Mrs Belli, Kenyon, Newman and Ms Norman.

 

2.   Declarations of interest for any agenda item.

Cllr Bayston declared a personnel interest in agenda item 8.

 

3.  Signing of the minutes.  To accept the Clerk’s notes from the meeting held on 14th February 2022.

It was proposed by Cllr Barling and seconded by Cllr Mrs Hopkins that the minutes of 14th February were a true record of the meeting, and they were agreed to be signed.

7 agreed, 4 abstention, Carried.

 

4.   Finance

a)   Monthly finance report – to receive and accept the monthly finance report.

It was proposed by Cllr Mrs Hopkins and seconded by Cllr Sanders that the finance report be accepted.

All agreed.  Carried.

 

b)   Signing of cheques. To resolve to authorise the BACS payments listed by the RFO. And certify invoices.

It was proposed by Cllr Barnshaw and seconded by Cllr Sanders that the BACS payments and invoices could be signed.

All agreed.  Carried.

 

5.   Clerks Report and Correspondence.

The Clerk informed that a further 3 trees had been damaged in the storms, 2 in the burial ground and 1 at Redwood Drive, all 3 trees will have to be removed.

LCC had informed the Clerk that the Lakeside Estate had now been adopted, this means that they will have to be added to the grass cutting for the upcoming year.

The Clerk had received quotes from Westcotec for Speed indicator devices.  The Council discussed the different types of devices.

 

It was proposed by Cllr Mrs Hopkins and seconded by Cllr Sanders that they go out of session to allow County Cllr Dyer to speak.

All agreed. Carried.

Cllr Dyer asked that whatever they decided if they could please consult with Graham at LCC and copy him in.

It was proposed by Cllr Mrs Hopkins and seconded by Cllr Sanders that they go back into session.

All agreed. Carried.

It was proposed by Cllr Mrs Hopkins and seconded by Cllr Spence that they purchase one of the solar panel ones at £3,415 plus VAT.

8 agreed.  3 Against.  Carried.

An email had been received from LCC regarding the bus shelter. It was agreed that they would ask if a metal bus shelter could be put there instead.

The business rates have been received for this year, they are the same as last year.

U3A are celebrating their 40th Anniversary and would like to plant 4 trees on Sidney Hall Field.  It was agreed that they would not be saplings as they did not take well.

 

 

6.   Matters arising from the last meeting.  Only for discussion.

None.

 

7.   Discuss Gazprom the Village Hall gas supplier.  Cllr Newman.

It was proposed by Cllr Bayston and seconded by Cllr Sanders that they defer the item to next months meeting.

All agreed. Carried.

 

8.   Discuss items from the cubs.  To discuss items the cubs asked the Council to consider at last months meeting.

i.        A wildflower area with benches to observe the wildlife.

ii.       Weekend clubs or activities for young people, arts and crafts, sports, outdoor activities, indoor games.

iii.      Village Youth Council.

iv.      Bug hotels around the village to support wildlife

It was proposed by Cllr Mrs Hopkins and seconded by Cllr Sanders that they form a Waddington Youth Council.

All agreed.  Carried.

The Council will be made up of volunteers, aged 8 – 14, who live in Waddington.  Local groups should be contacted to ask for volunteers to be on the Council, cubs, scouts, brownies, guides, youth club, schools.  They will be quarterly.  Cllr’s Barling and Mrs Hopkins volunteered to be the Parish Council representative to work with the youth council.

It was agreed that the youth council could then look at the other items suggested by the cubs.

 

9.   Urgent matters for attention – Items which the Chairman is of the opinion should be considered as a matter of urgency due to special circumstances.

None.

 

10.   ‘In Camera’ item.

It was proposed by Cllr Gallagher and seconded by Cllr Mrs Hopkins that in view of the special/confidential nature of the business about to be transacted it is advisable in the public interest that the press and public be temporarily excluded and they are instructed to withdraw.

All agreed.  Carried.

 

  1.  Emergency Plan.   A template of an emergency plan was worked through.  The Clerk will complete and bring it back to the council.

 

12.  Date of the next meeting.  The next Parish Council meeting will be held on Monday 11th April 2022 in the Community Hub.

Reports

 

Mrs Tricia Reed, High Street, addressed the Council on behalf of the St Michaels Church Social Group.  She informed the Council that they were looking at celebrating the Queen’s Jubilee by holding an event at the church on Friday 3rd June in the afternoon.  They will decorate the church yard, have a bouncy castle, games, stalls, live music and possibly a barbeque.  They want to be part of the community and will keep the Council informed with what they have planned.

 

County Cllr Tom Dyer

Cllr Dyer informed that the North Hykeham relief road and been approved by the LCC highways, scrutiny committee. It will now go out to the design stage and cost.  With the rising costs there is a funding gap of between £30m and £50m.  Consultation will be taking place within the next year.

District Cllr Peter Burley, NKDC Report

Cllr Burley informed that the Bracebridge Heath neighbourhood plan was going ahead, out of 4,500 residents a disappointing 530 voted.

As of May next year Waddington will become, Waddington rural ward, which will consist of Waddington West and East, Coleby and Harmston, which will be a total of 6,271 electors and you will have 3 District Councillors.

 

District Cllr Lindsey Cawrey, NKDC Report

Cllr Cawrey sent her apologies.

 

District Cllr Lance Pennell, NKDC Report

Cllr Pennell informed that after a few weeks of the covid numbers going down, they have risen in the last week, but they are not as high as they were early January.

NK Council meeting took place last week, where the NK Plan and Financial Plan were approved.  They have agreed to reduce the Planning Committee to 15 Councillors, one Committee, meeting every 3 weeks.

Details on how to apply for the £150 energy rebate, for those in council tax band A-D can be found on the NK website.

The local plan is being refreshed and is up for consultation, the main changes being for Net Zero.

Emails are being sent out regarding renewing your garden waste collection for next year.
