MINUTES OF THE PARISH COUNCIL MEETING
HELD ON 9th MAY 2022
IN THE VILLAGE HALL
Present: Councillors: Barling, Barnshaw, Gallagher, Hallam, Mrs Hopkins, Kenyon,
Norman, Sanders, Spence, Stewart, Williams

OFFICIAL BUSINESS OF THE COUNCIL
1. Election of Chairman. Sign the “declaration of acceptance of office”.
It was proposed by Cllr Gallagher and seconded by Cllr Barnshaw that Cllr Sanders be elected as Chairman.
All agreed. Carried
2. Apologies for absence. (Reasons to be given to the Clerk in advance of the meeting)
Apologies were received from Cllr Bayston, Mrs Belli, Edwards and Newman.
3. Declarations of interest for any agenda item.
Cllr Sanders declared a prejudicial interest in agenda item 7b.
4. Election of Vice Chairman. Sign the “declaration of acceptance of office”.
It was proposed by Cllr Gallagher and seconded by Cllr Kenyon that Cllr Barling be elected as the Vice Chairman.
All agreed. Carried.
5. Election of Committees:
(i) Finance – minimum of 6 members (3 from East Ward and 3 from West Ward)
The following Councillors volunteered to be on the Committee.
East Ward – Cllr Barnshaw, Cllr Gallagher, Cllr Norman
West Ward – Cllr Sanders, Cllr Barling, Cllr Edwards, Cllr Mrs Hopkins
(ii) Planning and Environment.
The following Councillors volunteered to be on the Committee.
Cllr’s Barnshaw, Bayston, Gallagher, Hallam, Norman, Sanders, Spence and Williams.
(iii) HR.
The following Councillors volunteered to be on the Committee.
Cllr’s Bayston, Barling, Stewart, Barnshaw and Spence.
(iv) Waddington Playing Field Trust.
The following Councillors volunteered to be on the Committee.
Cllr’s Mrs Belli, Sanders, Edwards, Spence and Kenyon.
6. Election of representative to Lincolnshire Association of Local Councils.
Cllr Gallagher volunteers to do this.
7. Finance
a) Monthly finance report – to receive and accept the monthly finance report.
It was proposed by Cllr Mrs Hopkins and seconded by Cllr Barling that the finance report be accepted.
All agreed. Carried.
b) Signing of cheques. To resolve to authorise the BACS payments listed by the RFO. And certify invoices.
It was proposed by Cllr Mrs Hopkins and seconded by Cllr Barnshaw that the BACS payments and invoices could be signed.
10 agreed, 1 Abstention, Carried.
8. Annual return for the year ended 31 March 2022.
a) Section 1. To read, discuss and agree for the Chairman to sign on behalf of the council.
All the Councillors were given a copy of section 1 and given time to read through it. Then the Chairman went through section 1 of the annual return with the Council, who agreed to the answers of each question and then agreed that it could be signed by the Chairman.
b) Section 2. To read, discuss and agree for the Chairman to sign on behalf of the council.
All the Councillors were given a copy of section 2 and given time to read through it. Then the Chairman went through section 2 of the annual return which had been completed by the RFO. The Council agreed that section 2 could be signed by the Chairman.
9. Clerks Report and Correspondence.
The Clerk informed that she had received an invitation to Royal Force Waddington Annual Formal Reception on the 16th June 2022. However, the Chair was unable to attend the event.
It was agreed that the Vice-Chair would attend.
10. Queen’s Jubilee. To discuss the picnic in the park, progress and help requirement.
The Clerk informed of the purchases made for the event, the layout of where things would go for the dry and wet weather options and what things were planned. Some of the items would need to have someone present to run them and so Councillors were asked if they could help. Unfortunately, the Foss Dyke band were now unable to attend.
It was agreed that the Clerk should try to obtain another band, RAF volunteer band, Lincoln Hospital band and Military Wives choir were suggested. It was agreed that they should try and get an ice cream van and facepainter for the children.
11. S106 money. To discuss the S106 money that was expected from the Jelson Estate.
The Clerk informed that she had been in contact with Michelle Hoyles at NKDC about getting the S106 money and she had received a reply email informing that we were not getting the money. The email informed that;
The original S106 agreement set in 2015, was overturned in October 2018. Shortly after the adoption of the Central Lincs Local Plan in 2017 a small number of 106 agreements for proposed developments in NK were amended, at the request of the applicants, to review the requirement to pay off-site public open space contributions. This came about due to a policy change in the new Local Plan, which altered how new open space provision had to be calculated.
The Clerk commented that this would mean that they would not be able to build the Cricket Pavilion as this money had been earmarked for the Pavilion. Had the Council been made aware of this decision in 2018, they would not have spent over £17,000 on architects’ fees and other fees connected to the Planning Application.
It was proposed by Cllr Gallagher and seconded by Cllr Barnshaw that they go out of session to allow District Councillor Pennell to speak.
All agreed, Carried.
Cllr Pennell informed that it is all laid out in the officer’s report, that due to the change in legislation, in the Local Plan, there are changes to the requirement for affordable housing and public open space.
It was proposed by Cllr Gallagher and seconded by Cllr Mrs Hopkins that they go back into session.
All agreed, Carried.
12a. Signing of the minutes. To accept the Clerk’s notes from the meeting held on 11th April 2022.
It was proposed by Gallagher and seconded by Cllr Norman that the minutes of the 11th April were a true record of the meeting, and they were agreed to be signed.
6 Agreed, 5 Abstention, Carried.
b. Matters arising from the last meeting. Only for discussion.
Cllr Norman asked if there was an update on the gas company, agenda item 8.
The Clerk informed that she hadn’t heard anymore.
Cllr Gallagher asked if there had been any progress on the tree survey, agenda item 9.
The Clerk informed that she was still awaiting to hear back from continental.
13. Urgent matters for attention – Items which the Chairman is of the opinion should be considered as a matter of urgency due to special circumstances.
None.
14. Date of the next meeting. The next Parish Council meeting will be held on Monday 13th June 2022 in the Community Hub.

Reports
RAF
Sqn Ldr Dave Pickard and Flt Lt David Swift from RAF Waddington attended the meeting to update the Council on the Red Arrow programme.
They informed that the logistical move was the beginning of October. They will be in the hanger formally used by the E3D, so they will be visible form the A607.
The rest of this year they will continue to practice over Scampton.
The annual cycle is;
October to December – overseas
December to March is the practice and build up towards Exercise Spring Hawk, which in is Greece in the spring.
June to September is the display season.
If anyone has any questions or wants to contact them, the details can be found on the RAF Waddington website.
Exercise Cobra Warrior will be taking place from the 2nd to 23rd September.
Cllr Stewart asked if there were any plans for when the protector gets here, as they will be flying day and night.
They informed that by 2026 they will have 16 operating aircraft. The protector can be in flight for 40 hours, but it is very quiet and shouldn’t affect the local area too much.
County Cllr Tom Dyer
Cllr Dyer informed that he hadn’t nothing further to report, other than to say if anyone would like a walk round in their area, he is happy to do so. He recently walked round Valley Road with a resident from there.
District Cllr Peter Burley, NKDC Report
Cllr Burley informed that the District Council are putting solar panels on the offices at Sleaford. Rubbish collection, the purple bin last collection was at 98% recyclable. However, some people are still putting nappies and dog waste in the recycle bin. If a lorry turns up with something unrecyclable in it, the whole load is contaminated and is turned away.
District Cllr Lindsey Cawrey, NKDC Report
Cllr Cawrey informed that she had nothing further to report.
District Cllr Lance Pennell, NKDC Report
Cllr Pennell informed that it was the NKDC Annual Council Meeting on Thursday, they will be redistributing the committees.
