MINUTES OF THE PARISH COUNCIL MEETING

HELD ON 12th DECEMBER 2022

IN THE COMMUNITY HUB

OFFICIAL BUSINESS OF THE COUNCIL

 

1.   Apologies for absence. (Reasons to be given to the Clerk in advance of the meeting)

Apologies were received from Cllr Wayne Edwards, who was unable to attend due to work commitments.    

It was proposed by Cllr Gallagher and seconded by Cllr Mrs Hopkins that they accept the apologies and reasons for absence.

All agreed.  Carried.

 

2.   Declarations of interest for any agenda item.

Cllr Sanders declared a prejudicial interest in agenda item 7b, the budget for grass cutting.

 

3.  Signing of the minutes.  To accept the Clerk’s notes from the meeting held on 14th November 2022.

It was proposed by Cllr Mrs Hopkins and seconded by Cllr Barnshaw that the minutes of 14th November were a true record of the meeting, and they were agreed to be signed.

10 agreed, 2 Abstention, Carried.

 

4.   Finance

a)  Monthly finance report – to receive and accept the monthly finance report.

It was proposed by Cllr Mrs Hopkins and seconded by Cllr Barling that the finance report be accepted.

All agreed.  Carried.

 

b)   Authorising of the payments. To resolve to authorise the BACS payments listed by the RFO and certify invoices.

It was proposed by Cllr Barling and seconded by Cllr Barnshaw that the BACS payments and invoices could be signed.

All agreed.  Carried.

 

5.   Clerks Report and Correspondence.

The Clerk had received the tree report.  The Councillors were given a copy of the report, which was very clear and explanatory.

It was proposed by Cllr Mrs Hopkins and seconded by Cllr Barling that they go ahead and have the work done.  The Clerk to obtain quotes.

All agreed, carried.

 

The Clerk informed that the Christmas Fair went well, we have received some good feedback and people wanting to book for next year.  It was discussed how more people were required to clear away at the end of the event.

It was proposed by Cllr Mrs Hopkins and seconded by Cllr Barnshaw that as a thank you, a bottle of something should be bought for Mr Mumby and a hamper of sweet treats for Miss Ellie Smith, who helped clear away after the event.

All agreed.  Carried.

 

6.   Matters arising from the last meeting.  Only for discussion.

Cllr Gallagher asked if the Police could be put on next months agenda.

 

7.   Precept. 

a)   Signing of the minutes.  To accept the Clerk’s notes from the Finance Meeting Held on the 5th December 2022.

It was proposed by Cllr Gallagher and seconded by Cllr Barling that the minutes of the Finance Meeting held on the 5th December 2022 were a true record of the meeting, and they were agreed to be signed. 

6 Agreed, 6 Abstention.  Carried.

 

b)   To accept the budget and precept agreed by the Finance Committee.

It was proposed by Cllr Barling and seconded by Cllr Stewart that they accept the budget and precept agreed by the Finance Committee.

All agreed.  Carried.

The Clerk informed that she had received the data from NKDC and could now inform that the precept increase would be 5.65%, increasing from £92.94 to £98.20 per year for a band D property, an increase of £5.25.

 

8.   Discuss any Village Events for 2023.  To discuss whether or whether not to have any of the following village events in 2023.

a)   Kings Coronation

b)   Summer Fair

c)   Christmas Fair

It was proposed by Cllr Williams and seconded by Cllr Gallagher that they have a Summer Fair on the 24th June and that bunting is put up for the Kings Coronation.  Along with the annual Christmas Fair.

All agreed.  Carried.

 

9.   Urgent matters for attention – Items which the Chairman is of the opinion should be considered as a matter of urgency due to special circumstances.

None.

 

10.  Date of the next meeting.  The next Parish Council meeting will be held on Monday 9th January 2023 in the Community Hub.

 

Meeting closed at 8.05pm.

Open Forum

County Cllr Tom Dyer, CC Report

Cllr Dyer informed that the drains on the Hilltop have now been repaired and the driveways on Brant Road have not been completed, but they will be done in January.  The County Council are asking for people’s views on their services, you can do this by joining the County Views Citizens panel online at www.letstalk.lincolnshire.gov.uk 

The gritters are out and about gritting the main routes, Brant Road, Station Road, Grantham Road.

Last week he attended an event for the 10th Anniversary of Waddington Library, with the volunteers and staff from the pharmacy. 

 

District Cllr Peter Burley, NKDC Report

Cllr Burley sent his apologies.

 

District Cllr Lance Pennell, NKDC Report

Cllr Pennell informed that the District Council had received a letter from King Charles thanking them for their condolences to him from the death of the Queen.

NK News has information on the cost of living crisis.

Anti-social behaviour can have an affect on people, especially if there are persistent acts.  Please report it to Heidi Ryder and her team at NK, who will carry out a formal review of the case.

There is a Christmas Cyber awareness campaign.  If you receive a suspicious text, sent it to 7726, who will investigate it.  Any victims of fraud should inform your bank straight away.
