MINUTES OF THE PARISH COUNCIL MEETING

HELD ON 11th JANUARY 2021

OFFICIAL BUSINESS OF THE COUNCIL

 

1.   Apologies for absence. (Reasons to be given to the Clerk in advance of the meeting)

Apologies were received from Cllr’s Mrs Belli, Newman and Stewart.

 

2.   Declarations of interest for any agenda item.

None

 

3.  Signing of the minutes.  To accept the Clerk’s notes from the meeting held on 14th December 2020.

It was proposed by Cllr Barnshaw and seconded by Cllr Edwards that the minutes of 14th December were a true record of the meeting and they were agreed to be signed.

11 agreed, 1 Abstention, Carried.

 

4.   Clerk’s Report and Correspondence. Matters arising from the last meeting.  Only for discussion.

Updates

With regards to the Van crashing into Grantham Road Playing Field.  The Clerk had spoken to someone at homeserve and sent another email with photos etc, just waiting to hear back.

The Clerk had emailed Cllr Talbot regarding Manor Lane.

The Clerk had emailed highways and Cllr Talbot with regards to the pedestrian crossing.

The Clerk had not put the youth club on this months agenda due to the lock down there is nothing to discuss.

The fencing around the Village Hall playground is now complete.

Due to Christmas and the lock down we are no further forward with the benches being installed and the wall at Redwood Drive.

Wicksteed report

We have received the playground inspection report.  There is nothing high risk that has been picked up, just some low and medium risk.  I have asked Wicksteed to carry out all the repairs as per their report.  Things picked up are, swing chains needing replaced, holes in wetpour, worn bearings and a stair tread on the slide being loose.  A copy of the report can be found in the office if anyone would like to look at it.

Face to face meetings

Although I don’t believe we will have a need for anymore face to face meetings at present.  I have consulted with LALC and they have advised that for any future face to face meetings we should offer the option for those who do not want to or who cannot attend in person, to attend via zoom.  This is something I am looking into with regards to technology required.  Ie.  A projector.             

 

5.   Finance

a)   Monthly finance report – to receive and accept the monthly finance report.

It was proposed by Cllr Barnshaw and seconded by Cllr Norman that the finance report be accepted.

All agreed.  Carried.

 

b)   Signing of cheques. To resolve to authorise the BACS payments listed by the RFO. And certify invoices.

It was proposed by Cllr Barnshaw and seconded by Cllr Sanders that the BACS payments and invoices could be signed.

All agreed.  Carried.

 

6.   HR – Employees attending face to face meetings.  Cllr Bayston.

The Clerk informed that she had contacted LALC and they had informed that like a councillor if the Clerk or any member of staff, currently feel that they do not want to attend a face to face meeting they do not have to.

 

7.   Matters arising from the last meeting.  Only for discussion.

Cllr Bayston thanked the Councillors and District Councillors who had checked in on him following last months meeting.  He also asked if he could be informed where it was written, that items could not be discussed at a meeting if they were not on the agenda.

 

Cllr Gallagher informed that he did not know off the top of his head but he would get back to him.

 

8.   Urgent matters for attention – Items which the Chairman is of the opinion should be considered as a matter of urgency due to special circumstances.

None.

 

9.  Date of the next meeting.  The next Parish Meeting will be held on Monday 8th February 2021 by Zoom.

Reports

County Cllr Mrs Christine Talbot, LCC Report

Cllr Mrs Talbot sent her apologies, but she had nothing to report.

 

District Cllr Peter Burley, NKDC Report

Cllr Burley informed that he had nothing to report.  He commented that he had attended 14 remote meetings since it had all started and that it was going pretty well.

He informed that there was a lot of scams going around at present, he had received 3 himself recently, so please be careful.

 

District Cllr Lindsey Cawrey, NKDC Report

Cllr Cawrey informed they had had a Full Planning Committee Meeting last week where they had discussed the Western Growth Corridor.  She informed that they were having smaller shorter meetings.  Cllr Cawrey reminded the council about the Cycling Infrastructure Strategy Survey, which is to be completed by the Parish Council as one and not individual Councilors. 

She informed that the UK had given 2.6m doses of the vaccination, they are ahead of the game in Europe.  The higher risk group were getting vaccinated first.

The police in Lincolnshire are starting to clamp down on those not sticking to the lockdown rules.

 

District Cllr Jordan Moran, NKDC Report

Cllr Moran informed that the final review of the Government Boundary Commission has come through and Waddington remains as suggested by NKDC.

 

District Cllr Lance Pennell, NKDC Report

Cllr Pennell informed that the final Electoral review had Waddington, with Harmston and Coleby, with 3 District Councillors.  He informed that the precept was coming up for discussion, North Kesteven receive the requests from LCC, Police and Parish Councils and put together the overall figures.

The Western Growth Corridor is being determined by Lincoln City Council, they are looking at the road network, trying to avoid a gridlock.  There will be affordable housing.

Cllr Pennell informed that following the rain we had had, he had visited Pitsford Close and it looks as though it is working as expected now. 

 

Cllr Edwards asked the District Councillors about the cycling infrastructure strategy, he recalled that one was done 4/5 years ago, how would the results be published.

 

Cllr Cawrey informed that the previous one was a Cycling Strategy survey, part of the Health & Wellbeing Strategy, this one is a Cycling Infrastructure Strategy survey.  Looking at the cycling infrastructure in villages, how they can go through the village avoiding cars and residents.  Is more infrastructure required and how is the current infrastructure.
