MINUTES OF THE PARISH COUNCIL MEETING
HELD ON 12th JULY 2021
IN THE VILLAGE HALL
Present: Councillors: Bayston, Edwards, Gallagher (Chairman), Hallam,
Mrs Hopkins, Ms Norman, Spence, Williams

OFFICIAL BUSINESS OF THE COUNCIL
In the absence of the Vice-Chairman, it was proposed by Cllr Gallagher and seconded by Cllr Bayston that Cllr Mrs Hopkins be the vice-chairman for the meeting.
All agreed, Carried.
1. Apologies for absence. (Reasons to be given to the Clerk in advance of the meeting)
Apologies were received from Cllr Barling, Barnshaw, Mrs Belli, Kenyon, Newman, Sanders and Stewart.
2. Declarations of interest for any agenda item.
Cllr Gallagher declared a prejudicial interest in agenda item 8.
3. Signing of the minutes. To accept the Clerk’s notes from the meeting held on 14th June 2021.
It was proposed by Cllr Bayston and seconded by Cllr Mrs Hopkins that the minutes of 14th June were a true record of the meeting and they were agreed to be signed.
7 agreed, 1 Abstentions, Carried.
4. Finance
a) Monthly finance report – to receive and accept the monthly finance report.
It was proposed by Cllr Mrs Hopkins and seconded by Cllr Edwards that the finance report be accepted.
All agreed. Carried.
b) Signing of cheques. To resolve to authorise the BACS payments listed by the RFO. And certify invoices.
It was proposed by Cllr Mrs Hopkins and seconded by Cllr Edwards that the BACS payments and invoices could be signed.
All agreed. Carried.
5. Clerks Report and Correspondence.
The informed that all the Parish Council street lights are now LED lights.
Due to the wet warm weather the grass is growing fast and therefore the Clerk has authorised some extra grass cuts to keep on top of it.
The Council had received an email from the Cliff Carnival regarding the Cliff Carnival Flag Festival which was planned instead of the normal carnival due to the pandemic. They ask if Waddington would like to be involved. They have received a grant of £2000 and asked for a donation of £100 minimum from the parishes wishes to be involved.
It was proposed by Cllr Williams and seconded by Cllr Mrs Hopkins that they pay £100 towards it.
All agreed. Carried.
6. To discuss the HR Committee terms of reference.
It was agreed that they would amend the terms of reference at paragraph 6, to read “annual appraisal, on the anniversary of the commencement of employment”.
All agreed. Carried.
7. To discuss the correspondence received regarding a proposed communications installation for ARQIVA’s smart meter network.
A letter and plans had been received about the installation of a 13.83m mast and base station on the grassed verge on Mere Road, outside the doctors surgery.
It was proposed by Cllr Edwards and seconded by Cllr Williams, that they have no objections to it, however they do object to the location, it is not in keeping with the area and they would recommend the playing fields as an alternative.
All agreed. Carried.
8. To discuss the correspondence received from NKDC regarding NK Talkplanning – New Local Plan.
Cllr Gallagher left the meeting.
Cllr Mrs Hopkins took over as chairman.
Correspondence had been received from NKDC with regards to the New Local Plan which could be viewed online. The Clerk had printed a copy off to look at and keep in the office.
The main changes that would affect the Parish Council were discussed in full.
It was proposed by Cllr Mrs Hopkins and seconded by Cllr Bayston to go out of session to allow Cllr Pennell to speak.
All agreed. Carried.
Cllr Pennell informed that lots of land had been put forward for development and they had assessed it fully to which land could be used. The Parish Council can object to it if they wish.
There are big changes on enforcement on climate change.
This is an update on the existing plan, not a new plan and it will go on to 2040.
It was proposed by Cllr Bayston and seconded by Cllr Edwards that they go back into session.
All agreed. Carried
It was proposed by Cllr Williams and seconded by Cllr Bayston that they put in objections to the plan changes for Waddington. In that more housing developments will change the fundamental character of Waddington, turning it from a village into a suburb of Lincoln. There will be a loss of more green space, and additional traffic to what is already a busy and dangerous location. There are no amenities close to the area proposed for development so residents would have to travel to the amenities.
All agreed. Carried.
9. To further discuss a Flagpole.
It was proposed by Cllr Ms Norman and seconded by Cllr Bayston that they go ahead and purchase the flagpole, to be placed on the corner of Mere Road / Grantham Road, as and when required.
All agreed. Carried.
10. Matters arising from the last meeting. Only for discussion.
Cllr Williams asked if anything had been heard regarding the Horse & Jockey.
The Clerk informed that she had sent a letter to English Heritage and Karl McCartney MP.
It was agreed that Michelle Hoyles at NKDC would be contacted again.
12. Urgent matters for attention – Items which the Chairman is of the opinion should be considered as a matter of urgency due to special circumstances.
None.
13. Date of the next meeting. The next Parish Council meeting will be held on Monday 13th September 2021 in the Community Hub.

Reports
County Cllr Tom Dyer
Cllr Dyer informed that after last months meeting everything kicked of with regards to the closure of Station Road, he received lots of emails, phonecalls and comments on facebook. Finally, highways agreed to keep the road open, using traffic lights, which cost a little more and may mean it will take a little longer.
However, they will have to do some evening road closure, from 7.30pm, to do the repairs to the road.
The work on the natural spring will be taking place mid August for 2 weeks, this however, will mean more traffic lights.
Somerton Gate Lane resurfacing will be later this year, this will include the passing places.
The footpath/cycle path from Harmston to Waddington has finished and they will restart again after the school holidays.
At the Somerton Gate lane / Hilltop Junction an Anglian water drain blew, they will be doing the repairs this weekend, closing the road from Friday evening.
Letters will be going to some residents as part of the start of the public consultation for the North Hykeham relief road.
Cllr Cawrey, commented on how nice it was to have a comprehensive report from the County Councillor. She asked about the cycle path from Harmston to Waddington, and why there was no cycle path in the village.
District Cllr Peter Burley, NKDC Report
Cllr Burley informed that someone had been caught fly tipping and been fined £1000.
The Community Champion awards are back open for nominations, there are 12 categories in total.
Cllr Wright has declared that this year there will be zero carbon growth in NKDC.
New houses built by NKDC will be passive houses.
District Cllr Lindsey Cawrey, NKDC Report
Cllr Cawrey informed that currently there are 20 people in Lincolnshire hospitals with Covid-19, with no deaths in the last 24 hours.
In North Kesteven, 86.6% have had the first vaccination and 68.4% have had the second vaccination.

District Cllr Lance Pennell, NKDC Report
Cllr Pennell informed that they are having a full council meeting on Thursday, but they are unable to have it in the Council chambers as it will only hold 20, social distanced, so it will be held in Norhtgate School Hall.
The Central Lincolnshire Local Plan is out for consultation to the 24th August.
