MINUTES OF THE PARISH COUNCIL MEETING

HELD ON 8th NOVEMBER 2021

IN THE COMMUNITY HUB

OFFICIAL BUSINESS OF THE COUNCIL

 

1.   Apologies for absence. (Reasons to be given to the Clerk in advance of the meeting)

Apologies were received from Cllr Mrs Belli, Bayston and Newman.

 

2.   Declarations of interest for any agenda item.

Cllr Sanders declared a prejudicial interest in agenda item 7.

 

3.  Signing of the minutes.  To accept the Clerk’s notes from the meeting held on 11th October 2021.

It was proposed by Cllr Barnshaw and seconded by Cllr Ms Norman that the minutes of 11th October were a true record of the meeting, and they were agreed to be signed.

9 agreed, 3 Abstentions, Carried.

 

4.   Finance

a)   Monthly finance report – to receive and accept the monthly finance report.

It was proposed by Cllr Barnshaw and seconded by Cllr Sanders that the finance report be accepted.

All agreed.  Carried.

 

b)   Signing of cheques. To resolve to authorise the BACS payments listed by the RFO. And certify invoices.

It was proposed by Cllr Barnshaw and seconded by Cllr Sanders that the BACS payments and invoices could be signed.

All agreed.  Carried.

 

5.   Clerks Report and Correspondence.

The Clerk informed that the Zip Wire will be installed on Sidney Hall Field on the 18th January 2022.

The card machine had been purchased and set up, we can now accept card payments.

The Planning Application for houses behind 352 Brant Road, has gone to the NKDC Planning Committee, Cllr Gallagher attended on behalf of the Parish Council.  The application was refused by NKDC, but this may not be the end of it as they can appeal.

Catriona from Hurstons, Chartered Certified Accountants, has been working on the problem with the PAYE.  When I spoke to David from Hurstons he informed that HMRC are renowned for not replying to letters for about a year and they are not very helpful.   They have been working on the problem which will wipe out the debt, but we will need to appeal to have the interest cleared, which they will draft the letter for us and I will just need to put it on our paper and sign.

The Clerk will be meeting with Highways on the 18th November to look at the car park at the Village Hall, for resurfacing and marking out the car park.

 

6.   Matters arising from the last meeting.  Only for discussion.

None.

 

7.   Grass Cutting.  To receive and discuss the quotes received for the grass cutting.

The Clerk informed that the item would have to be deferred to next month as she hadn’t received all the quotes.

 

8.   Village Hall One Way System.  To discuss the road requirements and look at the cost / any quotes received. 

The Clerk informed that she had sent a map to contractors, showing the proposed road, with bollards each side, to prevent driving onto the grass.  Two quotes have been received.

 

Cllr Edwards informed that when it had been discussed at the Playing Field Trust meetings, it had been suggested that some traffic calming measures be put in place to stop cars using the road as a cut through and driving quickly.

 

It was proposed by Cllr Sanders and seconded by Cllr Barnshaw that they go out of session to allow Cllr Dyer to speak.

All agreed. Carried.

 

Cllr Dyer spoke about the traffic calming measures in place at Hartsholme Park, which may help.  He also suggested that when the Clerk met with Highways she could ask if they would be able to extend the work to do the road.  He will be happy to come along to the meeting and support it.

 

It was proposed by Cllr Sanders and seconded by Cllr Barnshaw that they go back into session.

All agreed. Carried.

 

It was proposed by Cllr Mrs Hopkins and seconded by Cllr Barnshaw that they defer the decision on the quotes to next month, to allow the Clerk to meet with Highways.

All agreed. Carried.

 

9.   Christmas Fair.  Update on the arrangements and discuss the requirements for the day.

The Clerk informed that 20 new tables had been ordered and received.  We have 49 stalls booked this year and they will be located in the Village Hall and 2 Marquee. 

The Clerk asked if we should have coconut matting for the ground in the Marquee.

 

It was proposed by Cllr Mrs Hopkins and seconded by Cllr Sanders that we do have coconut matting in the Marquee.

All Agreed. Carried.

 

The Clerk informed that she would require help on the day putting up the tables at 8am and taking the tables down when it finished at 3pm.  Any help would be appreciated, if you can only make either the morning or afternoon that is fine.

 

10.   Urgent matters for attention – Items which the Chairman is of the opinion should be considered as a matter of urgency due to special circumstances.

The Chairman reminded everyone that it was Remembrance Sunday at the weekend, and there would be a service at the War Memorial on Bar Lane.

 

11.  Date of the next meeting.  The next Parish Council meeting will be held on Monday 13th December 2021 in the Community Hub.

Reports

 

County Cllr Tom Dyer

Cllr Dyer informed that he had had his walk around the village with Highways.  They had discussed making the whole of Grantham Road 30mph and moving the Waddington sign as you enter from Harmston back as it is just before the entrance to the new housing estate.

He commented that in July / August working with the Clerk and Chairman he had submitted a request for works at the Village Hall, resurfacing and marking out the Car Park.  We have been successful and the Clerk is meeting with Highways to discuss the work.

The resurfacing of Somerton Gate Lane has been brought forward to Monday next week.

There will be 3 more big road resurfacing work carried out in the village next year, but he is unable to give any details at present.

With the rain at the weekend, 2 houses flooded on Hollywell Road.  Anglian Water have been contacted and it was discovered that the pipes were broken, so some repairs will be taking place.

 

Cllr Cawrey informed that with regards to flooding, LCC have invested in 2 new high volume flood pumps, to help pump out houses.  These with the 2 that they already have will have the 48 fire appliances in the County.

 

District Cllr Peter Burley, NKDC Report

Cllr Burley sent his apologies.

 

District Cllr Lance Pennell, NKDC Report

Cllr Pennell informed that the Planning Meeting had turned down the application for the houses off Brant Road, however, this is not necessarily the end as they can appeal.

The week of the 1st November NKDC had a corporate peer challenge review, looking at how the council works.  They are waiting to receive the report.

There will be elections on Thursday for 3 new District Councillors, 2 in Metheringham and 1 in Sleaford.

There is a Consultation on the Council Tax Support Scheme, which ends on the 3rd December.

Change4Lincs is working with housing services to identify and help new rough sleepers to get off the streets as soon as possible.  You can report any rough sleepers to them.

 

District Cllr Lindsey Cawrey, NKDC Report

Cllr Cawrey informed that 2 new planning applications had been received for Bracebridge Heath, Canwick Avenue and Land off Sleaford Road.

NK are in the top centile for vaccinations and boosters.

The NK community Lottery is up and running, it is a £25,000 jackpot, tickets cost £1, with 60p going to good causes.  To apply or for more information go to www.nklottery.co.uk

 

Cllr Gallagher asked if there was any movement on the bypass.

 

Cllr Dyer ifnoremd that it was going to procurement in April next year.  To start in September 2025 and should take 2 years.
