MINUTES OF THE PARISH COUNCIL MEETING
HELD ON 11th OCTOBER 2021
IN THE COMMUNITY HUB

1. Apologies for absence. (Reasons to be given to the Clerk in advance of the meeting)
Apologies were received from Cllr Mrs Belli, Edwards, Mrs Hopkins, and Williams.
2. Declarations of interest for any agenda item.
Cllr Gallagher declared a personnel interest in agenda item 10.
3. Signing of the minutes. To accept the Clerk’s notes from the meeting held on 13th September 2021.
It was proposed by Cllr Barnshaw and seconded by Cllr Bayston that the minutes of 13th September were a true record of the meeting, and they were agreed to be signed.
9 agreed, 2 Abstentions, Carried.
4. Finance Meeting.
a) Signing of the minutes. To accept the Clerk’s notes from the Finance meeting held on the 4th October 2021.
It was proposed by Cllr Barling and seconded by Cllr Barnshaw that the minutes of the Finance Meeting held on 4th October were a true record of the meeting and they were agreed to be signed.
4 agreed, 7 Abstentions, Carried.
b) Discuss and approve the decisions made by the Finance Committee.
It was agreed that they would go ahead with the proposals made by the Finance Committee as per agenda item 5 of the minutes of the Finance Meeting held on 4th October 2021.
5. Finance
a) Annual Audit. To discuss the annual return received back from the Auditor.
The Clerk informed that the audit paperwork had been returned, there had been no comments made by the auditor and the section 3 had been signed.
b) Card Machine. To discuss possibly taking card payments in the office.
The Clerk informed of the charges being made by the bank for cheques, that lots of people don’t have cheque books anymore and the change in the way people wish to pay. She had looked at the different options for card machines, ones with a monthly payment but lower transaction fee and ones with no monthly payment but a higher transaction fee.
It was proposed by Cllr Bayston and seconded by Cllr Barnshaw that they go ahead and get a card machine with no monthly fee.
All agreed, Carried.
c) Monthly finance report – to receive and accept the monthly finance report.
It was proposed by Cllr Barling and seconded by Cllr Sanders that the finance report be accepted.
All agreed. Carried.
d) Signing of cheques. To resolve to authorise the BACS payments listed by the RFO. And certify invoices.
It was proposed by Cllr Barling and seconded by Cllr Sanders that the BACS payments and invoices could be signed.
All agreed. Carried.
6. Clerks Report and Correspondence.
The Clerk informed that she had been in touch with Lincolnshire County Council regarding the bus shelter, she had provided them with all the information and asked if it would be possible to have a site meeting.
The annual playground inspection has been ordered and they have been asked to look at replacing the play surface under the climbing frame at the Village Hall rather than repairing it, as it is lifting, and the young people are just pulling it up.
The Christmas Fair is taking off with around 45 people enquiring for a stall and around 35 of them have confirmed and paid. We are going to have two marquee and the Village Hall to spread the stalls out more. The problem with that number of stalls, some wanting more than one table, we don’t have enough tables. We could hire the tables or purchase them so that we have them for future events.
It was proposed by Cllr Kenyon and seconded by Cllr Spence that they purchase 20 new tables.
10 agreed, 1 Abstention. Carried.
7. Matters arising from the last meeting. Only for discussion.
None.
8. Somerton Gate lane. To receive and discuss an email received from a resident regarding the conditions of Somerton Gate Lane.
The Clerk read out the email received from the resident who lives on Station Road, the resident was concerned about the speed of traffic, the speed limit and the lack of footpath.
It was proposed by Cllr Barnshaw and seconded by Cllr Bayston to go out of session to allow County Councillor Dyer to speak.
All agreed. Carried.
Cllr Dyer commented that he had also been contacted by the resident. He had replied to her informing that Somerton Gate Lane is due to be resurfaced including the passes bays and that he had arranged a full Traffic Regulation Order (TRO) survey for Somerton Gate Lane.
It was proposed by Cllr Bayston and seconded by Cllr Sanders that they go back into session.
All agreed. Carried.
It was proposed by Cllr Bayston and seconded by Cllr Newman that we inform the resident that we have passed it to County Cllr Dyer, who we are aware has arranged for a full TRO Survey.
All agreed. Carried.
9. Redwood Drive Playing Field. To receive and discuss an email received form a resident regarding the behaviour of youths on the playing field.
The Clerk read out the email received from the resident regarding young people riding mopeds on the field, drinking, smashing bottles and leaving rubbish on a regular basis. Nearly every Friday and Saturday night.
It was proposed by Cllr Bayston and seconded by Cllr Sanders to go out of session to allow District Councillor Cawrey to speak.
All agreed. Carried.
Cllr Cawrey informed that they had had something similar at Bracebridge Heath and that the police were contacted and came out and dealt with it.
It was proposed by Cllr Bayston and seconded by Cllr Sanders that they go back into session.
All agreed. Carried.
It was proposed by Cllr Gallagher and seconded by Cllr Sanders that they notify the police and Heidi Ryder the Anti-social behaviour officer at NKDC.
All agreed. Carried
10. Traffic / speed on Grantham Road entering from Harmston. To receive and discuss an email received from a resident regarding the traffic and speed on the road.
The Clerk had received two emails about the speed limit on Grantham Road, Harmston end. With two new housing estates being built, with lots of families, the speed of traffic and lack of pedestrian crossing were mentioned.
The Clerk informed that the welcome to Waddington sign was just before the entrance to the Persimmon Estate, she believed it should be moved back a bit, like it had on the other end, and the speed limit to reduced to 30mph as there are now houses on both sides of the road.
It was proposed by Cllr Barnshaw and seconded by Cllr Bayston to go out of session to allow County Councillor Dyer to speak.
All agreed. Carried.
Cllr Dyer informed that he had arranged for a walk round the village with Highways. He agreed with the residents’ comments and would bring this to their attention on the walk round.
It was proposed by Cllr Bayston and seconded by Cllr Sanders that they go back into session.
All agreed. Carried.
It was proposed by Cllr Bayston and seconded by Cllr Barnshaw that they leave this with the County Councillor to deal with on our behalf and that we get some of the speed limit reminders to put up.

11. Urgent matters for attention – Items which the Chairman is of the opinion should be considered as a matter of urgency due to special circumstances.
None.
12. Date of the next meeting. The next Parish Council meeting will be held on Monday 8th November 2021 in the Community Hub.

Reports
County Cllr Tom Dyer
Cllr Dyer informed that it had been a busy month. Somerton Gate Lane will be resurfaced the end of November beginning of December, this will include the laybys. Some residents have been grumbling about it saying it will just make people drive quicker. He has arranged for a full Traffic Regulation Order (TRO) survey to be completed of Somerton Gate Lane. They will improve the signage on the road where it turns 30mph, with SLOW written on the road.
Western Power Distribution have completed some work on Miller Road, and they have left it a mess, they have been contacted and they will be coming back and redoing the verges and pavements will be done by the County Council.
Cllr Dyer commented that he had walked round the village and picked up things that he reported on Fix My Street. He added that it is easy to use and that anyone can do it.
Cllr Hallam asked that when they resurface the pavements on Millers Road, could they put in some drop kerbs. Also, could some be considered on the High Street.
Cllr Dyer informed that he was going to be having a walk round the village with the Highways manager, so he would have a look at them then. He added if there was anything else that anyone would like them to look at, to let him know.
District Cllr Peter Burley, NKDC Report
Cllr Burley commented on the waste bins, the purple bin for paper and card only, the green bin is now causing confusion. He informed that NKDC only collect it, the County Council dispose of it and they are the ones who are insisting what goes in.
Bracebridge Heath Parish Council are now only meeting every other month.
District Cllr Lindsey Cawrey, NKDC Report
Cllr Cawrey commented that the bins were the No 1. Topic of conservation. She informed that the tax payers foot the bill, they are trying to streamline the services by sharing them.
District Cllr Lance Pennell, NKDC Report
Cllr Pennell informed that 98.5% of purple bins were collected in North Kesteven.
Business start up grants are currently available.
NHS consultation is going on, leaflets are being delivered to every household.
